SAM YOUSEF

Sam Yousef leads Everforth ECS’ Global Defense practice, supporting all Department of War (DoW) and NATO programs, overseeing the teams driving strategy, growth, and delivery of mission-critical technology solutions. His portfolio spans AI, cybersecurity, cloud, and enterprise transformation, with a focus on accelerating mission outcomes and creating decision advantage across the enterprise.

Previously, Mr. Yousef served as Sector Vice President and Chief Technology Officer at Peraton, where he held P&L responsibility for a major DoW portfolio while serving as CTO for the company’s largest business sectors. He directed technology investment strategy, enterprise AI initiatives, and business growth, helping expand strategic opportunities and accelerate the adoption of mission-focused digital capabilities.

Before joining industry, Mr. Yousef spent nearly a decade as a Senior Executive Service (SES-II) leader with the DoW, serving as Agency Director and Chief Information Officer for the Defense Manpower Data Center (DMDC). He led one of the DoW’s largest enterprise IT organizations, driving modernization initiatives, cloud transformation, enterprise data strategy, and organizational change while supporting millions of service members, veterans, civilians, and beneficiaries. Earlier in his federal career, he helped shape Personnel & Readiness policy for identity, security, and workforce readiness.

Mr. Yousef began his career at Deloitte before entering federal service in 2011. He holds a Master of Public Policy in National Security from George Mason University and a Bachelor of Arts from James Madison University. He is a Certified Information Security Manager (CISM), has completed executive education at MIT Sloan, Georgetown University, and the Federal Executive Institute, and is the recipient of multiple Secretary of Defense-level honors.
